A conservative military watchdog says Barack Obama canArmy soldiersnot unilaterally change the 1993 law that prohibits homosexuals from serving in the military.
Elaine Donnelly, president of the Center for Military Readiness, believes there will be push to repeal the law during the first 100 days of the new administration. Even before Barack Obama's victory, Donnelly predicted that if the White House switched to Democratic control, there would be an effort in the first few months of the new administration to repeal the law that was passed by overwhelming bipartisan support in a Democratic Congress. She contends there will be serious consequences if they are able to do it.

Christians who have been persecuted by Hindu militants in 12 Indian states could face more bloodshed after another Hindu activist, Rashtriya Swayamsevak, was reportedly shot dead by Maoists this week.
India's Communist Party estimates that more than 500 Christians have been killed by Hindu mobs in Orissa, 12 times more than official government claims of only 40 homicides. One official said he personally authorized "cremation of more than 200 bodies" found in jungles after Christians were blamed for the death of Hindu leader Swami Laxmanananda Saraswati on Aug. 24. They continue to be persecuted even though Maoists openly admitted to murdering Saraswati.

MIAMI — Forecasters say Tropical Storm Paloma has formed off the coast of Nicaragua with winds reaching 40 mph, and could strengthen into a hurricane by Friday.
The National Hurricane Center in Miami shows the storm could make landfall over Cuba as a hurricane. The track shows it could weaken and continue toward the Bahamas. A tropical storm watch has been issued for parts of Honduras and Nicaragua, and several inches of rain are expected in those countries.

Seven people were arrested Thursday during ongoing protests in Los Angeles and San Francisco against California's passage of a ban on gay marriage.
LAPD Officer Jason Lee said the marchers were mostly peaceful in the demonstration against Proposition 8 that began Wednesday night in West Hollywood and continued into Thursday morning.

October is usually the beginning of one of Ethiopia's rainy seasons. While not the primary rainy season, the rain that falls between October and January nourishes pastureland and provides water for livestock, crops, and people in the pastoral and agricultural regions of eastern Ethiopia.
In 2008, the forecast looked bad. Rainfall had been normal for much of the country, but forecasts called for weak rains between October and January, warned the Famine Early Warning System Network (FEWS NET). In the East, where livelihoods depend on good pastureland for livestock, the lack of rain will likely lead to food insecurity.

SYDNEY - A 6.3-magnitude earthquake struck off the south Pacific island of Vanuatu on Wednesday, seismologists said, but there were no immediate reports of casualties or damage.
No tsunami warning was issued after the undersea temblor that the US Geological Survey said struck at 5:35 am (1825 GMT) 75 kilometres (47 miles) north of the capital city of Port Vila.

The Xayaboury provincial Avian Influenza Control Committee on Monday (Nov 3) declared a red zone which covers areas within a 1km radius of the outbreak.

Russian President Dmitry Medvedev says Russia will deploy missiles in its Baltic Sea territory in response to US missile defense plans.
Medvedev said on Wednesday the short-range Iskander missiles will be deployed to the Kaliningrad region which borders NATO members Poland and Lithuania. He has not said how many missiles will be deployed or whether they will be fitted with nuclear warheads.

Election weather -- The main trouble spots for voters will be in the West and in the Mid-Atlantic. Snowfall is expected in the Cascades and Sierra, with heavier amounts expected inland across the Intermountain West and the central and northern Rockies. While the heaviest snow will fall at the highest elevations, snow levels will be dropping throughout the day. Thanks to research by Mark Avery of The Weather Channel, here are the approximate snow levels expected today for selected mountain ranges:
Wasatch: 7,500 falling to 5,000 ft.
Sierra: 4,500 to 5,000 ft.
Washington Cascades: 2,500 to 3,000 ft.

(AP) Bombs exploded at a bus station and a small market in Baghdad, killing 15 people and wounding 29 others Tuesday, police and hospital officials said.
A bomb hidden under a car exploded at a bus depot in the predominantly Shiite neighborhood of Mashtal on the capital's east side, killing 11 people, including two women. Twenty-one others were wounded in the attack, authorities said.

New Delhi (PTI): A slight intensity earthquake shook the Rohtak district of Haryana in the early hours on Sunday, the meteorological department said.
The tremor measuring 2.7 on the Richter scale was felt at 4.05 am at latitude 28.9 N and longitude 76.8 E, it said.
