Homosexuality | Joseph Weber Washington Times www.washingtontimes.com The District of Columbia on Wednesday began issuing marriage licenses to same-sex couples, following a last-minute U.S. Supreme Court decision not to address the issue. The District now becomes the sixth jurisdiction in the United States to issue such licenses to same-sex couples -- joining Connecticut, Iowa, Massachusetts, New Hampshire and Vermont. Weddings cannot be performed in Washington until Tuesday because of a mandatory waiting period. |

 Earthquakes | AP www.usatoday.com CONCEPCION, Chile (AP) — Rescuers edged their way toward quake victims trapped in a toppled apartment block early Sunday even as looters stole food and robbed banks after one of the strongest earthquakes ever recorded struck Chile. Authorities put the death toll from Saturday's magnitude-8.8 quake at about 300, but believed the number would grow. They said 1.5 million Chileans were affected and 500,000 homes severely damaged by the mammoth temblor. |

PARIS - A violent late winter storm with fierce rain and hurricane-strength winds battered France, Spain Portugal and Germany on Sunday, leaving at least 45 people dead. Many of the 40 victims in France drowned, while others died when hit by parts of buildings or trees and branches that were ripped off by the wind. At least a dozen people were missing Sunday and 59 others were injured. |

The men, Jason Robert Bourque, 19, of Lindale, Tex., and Daniel George McAllister, 21, of Ben Wheeler, Tex., were arrested and charged with arson of a building in the Feb. 8 fire at Dover Baptist Church, located 15 miles northwest of Tyler, Tex. |
